Pepper is an energetic nearly 3 year old Beagle mix.  He has quite a sad story to tell.....He was adopted thru APB (Animal Placement Bureau) as a puppy but was recently returned because his family was "moving".  We are not sure why Pepper couldn't go along, but gladly took him back into our group.   He was heartbroken for a few days, giving up the only family he had known.  Slowly, Pepper is adjusting in his new foster home.  He has some fear of new things and has a little distrust of men.  We are currently working on these issues and he is progressing well.  He is completely housebroke and would make a great family dog.  He is happy all the time-----Wags his tail all the time!!
